Does the same 80 gauge film always have the same roll weight?

No. Roll weight changes with width, roll length, actual thickness tolerance, resin density and core weight. Buyers should compare net film weight or use a roll-weight formula when checking two offers.

Should hand stretch film and machine stretch film be compared in the same way?

They should share a written specification, but the operating review is different. Hand film is often compared around roll handling, case pack and operator effort, while machine film must also match wrapper settings, pre-stretch carriage and load containment requirements.
